Course Description

This course, which places an emphasis on francophone communities outside Québec, seeks to introduce participants to bilingualism and language rights in Canada. Participants will explore the events that forged a bilingual Canada and learn about language rights guarantees at the constitutional, federal, and provincial (Ontario and Québec) levels. Participants will likewise learn about the role of international instruments in protecting language rights. Through a review of salient historical and current events in the language rights sphere, participants will acquire the skills necessary to draw their own conclusions on whether the rights guaranteed “on paper” are truly realized in practice.
